Local Government in Japan
Japan is divided into 47 prefectures, which are further subdivided into municipalities: cities, towns and villages. The City of Ako is one of the municipalities in Hyogo Prefecture.
A municipality is administratively independent of a prefecture and there is no subordinate-superior relationship. However, there scope of each administration differs because of its size. A prefecture covers a wide area with multiple municipalities within, while a municipality is a basic unit of local government closely related to people’s daily lives. |

City government revolves around the mayor (the executive organ) and the city assembly (the legislative organ). The mayor and assembly members are elected directly by the citizens every four years. Basically, the role of the city assembly is to consider and decide on municipal ordinances, budgets and other important policies proposed by the mayor, while the mayor has an executive and supervisory role. The assembly through its decisions also serves to watch over developments in city government. |
